MACHAKOS COUNTY SECRETARY MUYA NDAMBUKI CLAIMS SAMMY KIOKO IS NOT A REGISTERED SUPPLIER
Machakos County Government has responded to public claims made by comedian Sammy Kioko regarding an alleged Sh19 million pending bill, with County Secretary Muya Ndambuki stating that Kioko is not a registered supplier and therefore cannot be considered a legitimate claimant.
Speaking on the matter, Ndambuki clarified that while the county government acknowledges the critical role suppliers and contractors play in service delivery, it can only engage individuals who have a direct contractual relationship with the county.
“It is unfortunate that certain individuals who cannot be directly identified as contractors, as per records, have run a smear campaign meant to make the public believe that the county government is non-responsive to pending bills issues,” Ndambuki said.
He stated that the county has a pending bills master list and a structured payment plan guided by the age of the bills, availability of funds, and the First In, First Out principle. He noted that all governments, including the national government, contend with pending bills, and the key is proper recognition and scheduling of payments.
Regarding Kioko specifically, he stated, “When we look at the books because the books are there, the records are there, we cannot directly place him in any contractual arrangement. In the absence of that direct placement, we are constrained as to how we invite him to the table for discussions. A person who is not privy to the contract becomes a stranger to that contract.”
The County Secretary added that the government remains ready to engage any authentic contractor or supplier with legitimate claims through formal resolution mechanisms, adding that the county is prepared to address further questions from the public.
