The sister of businessman Sammy Kioko has formally apologised to Machakos Governor Wavinya Ndeti following a heated public dispute over an alleged KSh 19 million payment for supply of county uniforms.

Maureen Mwende Mutua, Director of Movata Designs, visited the Governor’s residence accompanied by her parents to address the matter directly. The meeting, which Governor Ndeti described as “open and productive,” marked a shift from the public confrontation that had erupted days earlier.

The governor shared a video of the apology on her official platforms, writing, “The Director of Movata Designs, Maureen Mwende Mutua, visited my residence today accompanied by her parents to discuss her payments. We had an open and productive conversation, and I want to assure the public that Movata Designs will be paid as per the procedures in accordance with established procedures.

This ensures that all payments are handled transparently, fairly, and in line with the law. Maureen, my dear, all will be well. Mama is proud of your courage and maturity to resolve this matter amicably.”

Hours before the meeting, Governor Ndeti issued a public statement to clarify the county government’s position regarding the dispute and the broader issue of pending bills. She expressed concern over an incident that occurred in Machakos Town on March 31, 2026, stating, “As a County Government, we do not condone violence in any form, and we urge all parties to exercise restraint and allow lawful and orderly processes to prevail.”

The Governor further clarified that on the county’s records Sammy Kioko is not a registered supplier of the Machakos County Government. The registered entity that supplied the Inspectorate uniforms is Movata Designs. For any individual to lawfully act on behalf of the company, proper legal authorisation must be presented, including a valid Power of Attorney, formal appointment by the company, or representation through a qualified advocate.

Ndeti confirmed that supplies were made by Movata Designs. However, she explained that partial delivery occurred toward the close of the financial year 2023/2024, and as a result, inspection and acceptance of the partial delivery could not be conducted.

Consequently, Movata Designs’ payment was classified as a pending bill, in line with Public Finance Management procedures. The Governor assured the public that the company will be paid in accordance with those same lawful and transparent processes. “All payments will be handled transparently, fairly, and in line with the law.
